    Take issues with Rules 38 & 39
    Rule 38; (a), (b), (c), and (d) are exceptable
    Rule 38. (e) is against Constitution Seventh Amendment, and Congress has over step their rights, since United States is a division of Admiraly and Maritime Judicial system and the Constitution is for all citizens with equally rights granted by constitution.
